To start with don't go with any breeder that claims to have "teacup" anything! These dogs are just the runts of the litters bred with more runts. These dogs also can die for no reason, they are just too small. However, I'm not sure you will find any local hobby breeders because of the climate. You can try http://www.puppydogweb.com. I have had really good luck with finding good breeders there. Just have a good list of questions to ask when you call. Most of the time a good hobby breeder will not ship a puppy that small. try chihuahua rescue groups….just type in "chihuahua rescue" in Yahoo and you'll get some great hits. I know that there are chi rescue groups who adopt in Wisconsin.

They list a phone number, but you will have to check the paper's listing for that.
